Paint.NET is a Free Photoshop-Equivalent that the photo-editor cannot go without. If you are in a grind for cash, or just want a cost-free solution, I recommend this program 100%. From clone-stamping, to bluring, to removing noise, this program has got it all. I actually prefer this program over Photoshop because I have found it to be the more self explanitory than other photo-edititors.
